Certain types of electronic devices have been banned from landfill disposal by the PA Department of Environmental Protection.

COMPUTER PERIPHERALS (e.g., keyboards, mice, computer speakers)
(no other electronics will be accepted for recycling)

The Solid Waste Authority has a program in place for County residents to drop-off these items for recycling, but starting on January 1, 2018 this service will no longer be provided at no charge due to rising operational costs associated with recycling these electronic devices.

In addition, the material will no longer be accepted at the Authority’s Recycling Center on Pine Mountain Road, in Wayne Township. Anyone wishing to recycle their “banned” electronic devices will need to deliver the material to the Landfill weigh station located at the end of Landfill Lane. The banned material fees are outlined below:

ALL TELEVISIONS/COMPUTER MONITORS – $30 EACH
COMPUTER TOWERS/LAPTOPS/TABLETS/DESKTOP PRINTERS/DESKTOP SCANNERS – $10 EACH
COMPUTER PERIPHERALS – $2 EACH
(no other electronics will be accepted for recycling)

Electronic Recycling Program Update

The Covered Device Recycling Act (CDRA) of 2010 established a landfill ban for all electronic devices covered under the Act. The banned devices include: televisions, desktop and laptop computers, computer monitors, printers, and computer peripherals (e.g., keyboards, etc.). The landfill ban went into effect on January 24, 2013.

There were several flaws within the Act and ultimately it created an imbalance of supply and demand and made it economically prohibitive for electronic recycling vendors to operate within the State of Pennsylvania. This situation has been and is continuing to occur across the state and has resulted in several county and municipal programs discontinuing their electronic recycling efforts.

The Clinton County Solid Waste Authority currently provides an outlet for the residents of Clinton County to recycle electronic devices covered under the CDRA. This service is currently being provided at no cost to County residents, but due to rising operational costs and trickledown effect from imbalance of the supply and demand mentioned above, a fee may need to be imposed to make this recycling service sustainable.

The Authority is committed to provide waste disposal and recycling services to the region. This regional approach allows us to provide economical disposal and recycling options to the residents. An example of this commitment is the elimination of glass bottle recycling in 2016. This was done in order to improve the overall sustainability of our recycling program and with the intent that residents would still have an option for their glass bottles. Electronic recycling is a little more complicated due to the regulations created by the CDRA. As such, the Authority will continue to provide the residents of Clinton County with a recycling opportunity for their electronic devices, however the future may require a fee to recycle CDRA electronic devices, similar to the fees charged to dispose of waste and tires.
